Well, of course, you can have RPM and the debian apt system in
parallel and install packages from both on the same system.  But
if you're asking "Does apt-get understand/install RPM packages
and databases?"  -- I'm pretty sure the answer is no.  I suppose
you could "alien" the RPMs to .deb format.    And Debian does have
a RPM .deb package.
apt-get is a thing of beauty over a good DSL line.   I dont have
such a line, but I've seen it in action and it's pretty sweet.
