I'm not sure why, but Bastille-Linux was the culprit.  I changed the 
/etc/rc.d/init.d/S05bastille-linux to s05bastille-linux, and changed rc.local 
to restart my normal ipchains.  Voila!  It worked again.  Now for the harder 
part of figuring out why.  I have yet to figure out where bastille-linux stores 
its ipchains script, if it does.
