It's network based, in that it tries to contact a Ximian server during the earliest stage of install. You CAN, however, choose to install the rpms from a local medium. If we got you a cd, you could start the thing attached to the inet, then finish the install from a burned cd to avoid downloading all those files again. We could do that...
