Actually, Mosaic was the first in-line graphical
browser that was cross-platform, and could be easily
installed on Windows 3.1 and the Mac. That's what made
it popular.

There were a number of hypertext browsers out there
prior to Mosaic, such as the CERN line-mode browser
called "www" and lynx. There were others that I can't
remember what they were called that never achieved
popularity and remained university software projects.
I specifically remember one browser prior to Mosaic
that would display graphics via an external app that
could be specified. But, yes, it was Mosaic and it's
ability to display graphics "in-line" that really made
the WWW take off. But please do note that Mosaic had
its own giant's shoulders to stand on.
