Here's a chart from the system requirements for the NetMax VPN Server
and Gateway. This is a linux system that uses a ported from BSD IPSec
stack. From looking at this list, it generally takes a beefy machine to
handle lots of througput. I'd guess that 100mbits would require a higher
end Athlon or P4 with lots of RAM. Dual processors may help, but only if
IPSec can be multi-threaded. Considering the speed that even a low end
Linux machine can route raw (non-VPN) packets, I'd say that a factor of
20 sounds about right. Latency is a function of the time it takes to
encrypt/decrypt the packets, so CPU speed is definitely crucial here. As
much memory as you can throw at it won't hurt either.=20

3DES Encryption Throughput:

    * Intel=AE Pentium=AE 166 MHz, 64MB RAM     (4.8 Mbps)
    * Intel Celeron=AE 433 MHz, 164 MB SDRAM (15 Mbps)
    * Intel Pentium=AE III 550, 196 MB SDRAM   (18 Mbps)
    * AMD Athlon=AE 800, 128 MB SDRAM         (30 Mbps)=20
