It depends on the company.  I find a lot of them make it very
difficult to get the latest and greatest version without a purchase. 
 With some, LibraNet for instance, only the beta is available without
a purchase.  Current registered users can get a discount though.  I
ain't sensitive though, if you want to change any of the wording you
go right on ahead.  I just posted it for yeast.
