I downloaded the tarball Mat is referring to and it
looks like a treasure trove. From what I could tell so
far, it consists of only books/files that are either
copylefted or public domain.

Thanks for letting me know about it, Mat! You might
want to let the BRLUG Links editor know about it once
you are hosting it on your site.
