Mat, You are looking for the Office of Information Technology (http://www.doa.state.la.us/oit/index.htm). AFAIK it is only mandatory for agencies under the DoA (Division of Administration), but others are "highly encouraged" to follow. I would give you a link to the "standards" they have published, but their website doesn't work with Konqueror. Go figure....
