I'll second proftpd.  After scrambling a while back to patch my last 
wu-ftpd hole, i moved ftp.selu.edu and other sites to proftpd.  It has an 
Apache style config file, and appears very stable.  

Of course if you know better, you should be using ssh/scp.  It works just 
as well, albeit a little slower!
