As someone else noted, the configuration file for X is /etc/X11/XF86Config or 
XF86Config-4.

The symptoms you describe sound like a conflict I've seen a lot of with Debian 
between X and gpm, a terminal pointer program.  If the mouse moves at all, it's 
listening to the right device and chances are that the protocol are correct as 
well.  Get yourself to a terminal by CNTRL-ALT-F1, log in as root and type 
"killall gpm", then go back to X by CNTRL-ALT-F7 to see if it worked.  If that 
worked, you need to look through your init files and modify them so that gpm is 
killed before or when X starts.
