Well, I have Bellsouth DSL, and they've capped their upstream to 256K. =
Their downstream is 1 megabit, however. They don't care how many =
servers you run; in fact, they'll help you set up your home network.
By and large, I've been pretty pleased with their service.

Seems sensible to me to charge more for the additional bandwith use
if someone wants to run a server.
Of course there is always DSL if you live in town.
The Roman Republic enacted the lex Cinicia in 204 B.C. which forbade
advocates charging for their services.
