perhaps because they would not accept closed source software
by developing their rings themselves with full access to the source code
they could delude themselkves that nobody could slip in a trojan horse

but sauron was cleverer even if only as a consultant
managed to slip in the trapdoor
so that he could hack in remotely and subvert the systems

humans then as now were willing dupes to accept a closed system
without concern for its vunerability to hackers and worms
until it was too late and they were locked into a propeitary system

dwarves empolyed firewalls to protect their systems
which worked well enough against more subtle attacks
but worms could still breach their firewalls
and bring their sustems down

its interesting to compare the effectiveness of saurons ring network
to elbereths star network
