Good question. On a Debian box, I guess you could either run dselect to see if it is installed or you could take a look at the startup scripts in /etc/init.d. Just about everything in /etc/init.d is started at boot depending on how ya boot (which runlevel, etc.). I believe you could also see if port 53 is open, which is the port that named listens on for DNS queries. Remember that named is the name daemon. My understanding is that named provides responses to DNS name queries, and so it is not installed by default.
