If you can get your hands on a copy (it's expensive!), SolidWorks is 
the best and quickest way to do that.  It is some awesome software.

Otherwise, there is Varkon CAD, QCAD, SagCAD, etc.  I have looked at 
Qcad before I think and it was OK.
