The cd has a boot loader (isolinux) that gives you the first messages that
allow you to choose text, graphical, expert, etc.  Once you choose that
the 2.4 kernel loads and you get into the installer routines.  Sounds like
your system is having a problem with the 2.4 kernel that's trying to load.
there are kernel options that can be passed to work around some of these
issues, but i don't know what to recommend.

(FYI... if you are just interested in upgrading your redhat9 to fedora,
you can do that without using the cd.)
