The laptop requirement for campus, is being pushed by student government
(I think).  But, I haven't heard if the laptops would be required to
have Windows installed, but if I had to guess, I assume that will be
pushed.  The part about having all Windows machines on the LSU Campus be
part of Computer Service's active directory is being pushed by Computer
Services.  They are trying to create a Computer Services policy (Exampe:
http://appl006.lsu.edu/ocsweb/otchome.nsf/$Content/LSU+Network+Usage+Policies?OpenDocument)
 requiring all Windows computers (including personal ones) to be part of the 
LSU Active Directory for security reasons (which I am not sure is a good idea). 
 But, I am currently researching what is happening (talking to people that have 
the answers) and the policies that people are trying to implement.

I was sitting in on the summer IT meeting for the LSU campus put on by
LSU Computer Services, its a bi-annual meeting.

I assume they won't require every student to have a computer in one
year.  They will probably require freshmen to have laptops, and that
would slowly phase in the laptops over four years.  But, having the
added laptops could strain the LSU help desk, the network, and anything
else related to computers.  I am worried that after laptops are phased
in and computer services can't handle all the problems created by so
many student machines, that the students will start coming to me for
their laptops, and then I will have to admin my departments 100+
machines and the laptops of the students in my department.

Only time will tell if these problems are handled correctly.
