I know of four programs that sound like what you want. They range in features and ease of use.
Mozilla's editor does that and you probably already have it. It does a little too much for my taste. Open Office does good document to html exporting, but the tags are ugly to read by hand, like Mozilla. If you have Mepis, you already have Quanta. Just look at a page in Konqueror and right click start quanta to see it. It's very powerful but I think it still relies on a browser to display the results. I use Bluefish, which relies on other programs to display. I like it's quick bar for starting tag insertion. It is fast, easy and has more than I know what to do with.
