Debian would be a good all purpose Linux distro and you can install it from floppies and a CD or a broadband connection: http://www.debian.org/distrib/floppyinst
for a minimal floppy based Linux, you have a number of choices: http://public.www.planetmirror.com/pub/loaf/ http://www.linuxrouter.org/ http://www.jimweller.net/jims/lfw/ http://www.linuxlinks.com/Distributions/Floppy/ I prefer tomsrtbt, but then I don't use it to setup a firewall.
