Debian would be a good all purpose Linux distro and
you can install it from floppies and a CD or a
broadband connection:

for a minimal floppy based Linux, you have a number of
choices:

I prefer tomsrtbt, but then I don't use it to setup a
firewall. I prefer OpenBSD (http://www.openbsd.org)
for that, which BTW, can be installed via one floppy.
