I think it might be different for grad students (as opposed to regular 
students).  First, a lot of grad students are employed by their schools 
(grants, fellowships, assistanceships, etc...).  Second, I've heard of grad 
students doing years of research, only to have their major professor publish 
it.  Actually, I think that's fairly common and accepted in academics.
But if I'm an english major and I write some code in my spare time, I don't see 
how it would be legal for my school to claim it.

Well, if you are getting paid by LSU, or any company, and develop a
concept or invention on their clock, then yes they should own that IP. As
far as students, I don't really think that LSU has any right to a student's
inventions. That is very questionable.
