I can't be sure about where the blocks happen, but the uplink speed restrictions must be on their modem. Cox blocks all your normal and useful ports, web, mail even ftp! They have yet to block sftp on port 22 but uplink crimping makes it relatively slow and occasionally it's flaky.
I'm glad to hear about Eatel and wish that I could get service with them. They sound like what at home was.
