I have burnt programs into both 16F84 and 16F628

What programmer/software are you using?.

I built my own $10 programmer (no parts programmer), it will burn both
the above mentioned chips. I am going to try and find the link to the
circuit for you.

As far as the programming software goes in WinXP I use...

works fine under winXP, the only thing however is that I had to download
and use

I like IC prog because it program's all of my atmels as well. I moved to
atmels a while ago, because you get better performance for the same
price as well as a better supported free avr-gcc for :)
