No. Peering into the window of someone's private home is definitely 
illegal.  Listening to the radio isn't.

Now if someone put a camera in their own bedroom, then mounted an 16-foot 
screen in their front yard so the neighborhood could watch while they 
undressed, then it'd kinda be the same. :)
