Not sure about ULL. It was always separate here. And ACM student rates are always more than students want to pay. What i'd do is write ACM memberships into the budget for the yearly programming contest. So if you were one of the 8-10 that competed in the regional contest, out local chapter would foot the tab for your national membership.
