I signed up for verge when my cox account went out and I had to check
email desperately. Its free to surf, they block all other ports, which
you must pay for. I'm fairly certain its separate from the free
municipal wireless as well (which I live just outside the range of, at
least according to the map)

I'm not entirely sure, and someone should feel free to correct me, but I

think the Verge wireless network and the free BR municipal network are
two different things. I think Verge lets you use it for free for 1/2 an

hour or so, but then you must pay. Or maybe they let you surf for free,

but charge for email or something. I've never actually used it, but my
wife and I are planning on going to the farmers market today, maybe I'll

bring the laptop.

I think the BR municipal network is (or will be when it is set up) free
for anyone downtown or in old south baton rouge, Spanish town,
Beauregard Town, etc... The BR municipal network will have some sort of

non profit setup, and will be run by some sort of coalition of downtown
businesses, non-profits, and the city/parish government. I got the
impression Ray was looking for information on more of this type model,
rather than a business model.
