What is really needed is to test it completely with the FEMA forms to ensure
that the form gets processed completely. I would hate to go through the
trouble of distributing the modified Firefox and then not have it work.

Where is Linux being used at a local Red Cross? Can we have a geek go there
and help an evacuee process the FEMA form(s) in question?

Not to say it can't be done, but I ran across this article on another
forum:

Want to file for aid online? Better run Windows
FEMA site requires assistance seekers to use Internet Explorer 6
