Well, this is probably overkill for a replacement for FrontPage, but OpenOffice 2.0 has some very nice GUI tools for building HTML forms that can talk to an Access database.
Is the Access database a requirement? What about replacing the Access database with a MySQL database and using Open Office as the replacement for FrontPage?
