Perhaps I should elaborate.   We applied for and recently received a direct
allocation from ARIN.  We received a /22 which is the smallest allocation an
end user can get.  The IPs will not be active for a couple weeks and ARIN
starts getting nervous when there is an allocation but no defined reverse
DNS server.
