Open Office is better than Office but both are quirky and I would not use either for a big job. For quick one or two page papers with graphics, Open Office does the job on GNU/Linux with less hardware than a comparable Microsoft system. I miss Word Perfect, which was easier and more reliable than either. My preference is for KWord, which is also quirky but very light and easy to use. The quirks I've run into are related to SVG and KFormula and might have some teething issues with ODF. For my thesis, I'm using Kile/Latex and it's saving me all sorts of formating headaches. For business use, Open Office is more than adequate.
The problem is that Microsoft has introduced yet another format that no one else can read. The new Office uses this format as it's default and they have made it difficult to find the "save as" button or to see what kind of document you have saved. People who don't have someone managing these settings for them are going to have problems right away. Users of older versions of Office and Open Office are going to have problems if the new Office takes off.
