I didn't say they couldn't delete data/content.. The requested rule was 
"can't delete a file". There's a difference, and, in reality, it's a big 
difference since you can back-out a change to data/content in SVN.

No, this repo is already setup. And, we've worked with SVN a good bit. 
I've just never tried to setup a rule like that.
