Right. So, yes, you should just drop the request about file permissions. 
I think there are some open source "download managers" out there. I 
forget the keyword you would use to find them. Basically, they are 
PHP/Perl applications which sit in front of files and allow users to 
download a file based on a login, unique URL which expires, etc.
