Next, ACTA's chapter on "Special Measures Related to Technological
Enforcement of Intellectual Property in the Digital Environment"
contains a proposal (apparently put forward by Japan, based on the
leaked 18 January 2010 draft) requiring ACTA signatories to enable IP
