Farshad - Lots of ISPs block port numbers as high as 9000. A couple of things to try: 1) put an http server on port 9000 and see if you can connect to that 2) lower the port number for the webdav server to 8080, and try that. 8080 can generally get through. it's possible that there's something wrong with the redirection, but i suspect the problem is outside your firewall.
