You can use the content processing framework (CPF) with the community license, but you need a conversion license to do Microsoft Office conversion and PDF conversion. So you can install content processing in a database, but must choose false for "enable conversion" unless you have a conversion license. You will be able to do html > xhtml conversion as well as build your own pipelines with CPF.
