I ran into a similar problem where MarkLogic 4.0-1 installed but refused to 
run. The error was "Could not start the MarkLogic service on Local Computer. 
Error 1053: The service did not respond to the start or control request in a 
timely fashion."
 
MarkLogic 4.0-1 won't run on Windows unless the Visual C++ 2005 SP1 
Redistributable Package is installed on the computer. 
 
This problem is solved by downloading and installing the Visual C++ 2005 SP1 
Redistributable Package.
