Yes, that is the way to go..

You could insert the schemas into the documents database, and change the 
schemas database setting after creation to point to the database itself. That 
way validation and type checking and so still work, but you will have easy 
access to your schemas at the same time..

If you google on 'XML Schema to form' you will find some XSLT solutions that 
might do for you, though you will have to run these outside MarkLogic.

On the other hand, a simple implementation in Xquery should not take much time, 
depending how far you want to go..
