Yes.

I recall Michael Kay mentioning the 'why' on either the Mulberry XSL or the 
XQuery-talk list, but it must have been too vague for me to remember. It must 
have been something like people either being too lazy to type the prefix, or 
the fact that attributes don't really live without a parent element, so their 
namespace is already kind of determined by the parent, and you only really need 
prefixes on foreign attributes (like XLink ones).. Something like that.. :-P
