I'll add a link to the privoxy example at 
http://hints.macworld.com/article.php?story=20100227045756617 in case it helps. 
That provides a sample /Library/LaunchDaemons plist for launchd to use, which 
you could modify as outlined by Walter. You can probably ignore all the user 
and group setup.
