What about using element-range-query, like:
cts:search( fn:collection("UserDetails")//User,
cts:and-query((
cts:element-range-query(xs:QName(" Surname"),">=","S"),
cts:element-range-query(xs:QName(" Surname"),"<","T")
))
)
You need to setup a string range index on Surname
