Hi,

FOP had some gaps in its coverage, but have used it with great success for 
professional use as well (even the old version 0.20.4). I heard really good 
things about its latest version..

The technology to use here is XSL-FO:

   http://www.w3.org/TR/2006/REC-xsl11-20061205/

Using either XQuery or XSLT you convert your XML into an instance of 
XSL-FO and then have an XSL-FO processor convert that into PDF.

A free tool to use for experimentation is FOP:

   http://xmlgraphics.apache.org/fop/

For professional results, the commercial tools I've used are:

   Antenna House - http://antennahouse.com/
   RenderX XEP - http://www.renderx.com/
   Ibex - http://xmlpdf.com/
