Yes,
cts:element-query(xs:QName('myElement'),cts:and-query( () ))
Empty ANDs are "truth" and empty ORs are "falsehood." It makes sense since
every conjunct in an AND is an additionl condition needed to pass for the item
to be in the queried set. No conjuncts means everything is in.
