Elements and attributes always have namespaces. That's why you can, for 
example, call fn:namespace-uri on an element. Passing an element also passes 
its namespace.

For this sort of bulk content reprocessing, you might find 
http://marklogic.github.com/corb/ useful. Or you can spawn modules onto the 
task server. The most important thing is to have some sort of markers, such as 
collections or node-names, that tell you which documents have been updated and 
which have not.
