The number of users and roles is not very high and we'll can do it manually.

However, content database has 100 gb and need restore in new platform.

We can use xqsync with garanties?

XQSync is at https://github.com/marklogic/xqsync but... since this is the 
Security database, I think it would be safer to write a script that creates the 
security entities that you need, using the security API. The two databases 
won't have the same ids for their users and roles, but your code shouldn't 
depend on that anyway.
