Manoj, CPF does not require a special license, but some converters that are included as pipelines do. The converter for .docx, for instance, does not require a license.
I suggest turning your log level down (to debug, or even fine) to verify the CPF actions are being triggered. Sometimes there is a problem with the URL of the documents not matching the CPF "domain" (domain = URL prefix or a collection). Also check to be sure you are enabling some infrastructure CPF pipelines such as one of the two "conversion" pipelines and the "status change handling" pipeline which are needed to do internal housekeeping during conversion.
