MarkLogic is definitely suited as part or all of the tools needed for a 
business application.
I am not that familiar with Oracle Apex but from the quick read I would suggest 
that the MarkLogic App Server technology
is at about the same level.
What is best for you will depend on many factors.

To start with, what is your data storage needs ?  Do you currently have 
existing data or data models ?
Which technology to use to leverage marklogic is largely driven by your app 
developer skillset and willingness or desire
to learn new technologies.   There are great REST and Java based API's for 
Marklogic, as well as the core XQuery based
App Server technologies.  All can be used to create fully featured business 
applications.

Just FYI: Application Builder is a "Quick Start" to get you started in 
MarkLogic.  It is focused on Search based Applications.
If your app is more focused on data management (authoring, modifying data) then 
it may not make a good starting
point for your app.

I hope others will chime in ... But I suggest you describe what you would like 
to write in a bit more detail and
the background of your developers.  That could help with suggesting the 
benefits or weaknesses of various approaches and languages.   "Under the hood" 
Everything is based on the XQuery App Servers.  But there is many good "surface 
areas" ... which is the best to use is dependent on many things.

As for cost.   You will need to contact MarkLogic sales.  Cost is dependent on 
your production and development needs.
MarkLogic is enterprise software where the needs vary per customer and so does 
the cost.
I suggest calling a sales rep and starting a discussion to get a guideline.
