Not exactly, but you can disable merges temporarily with a one-time blackout. 
Then go to the forest status page and restart the forest. That should clear the 
merge error, and since merges are disabled there won't be another merge error.

Since you contacted the developer list instead of support, I'll assume this is 
a development system. But just as a reminder, don't allow any updates while the 
database is in this state. The merge error probably means that you are already 
offline anyway, so that should be acceptable.

Make the blackout period long enough to finish the backup and any other work 
you plan to do. But be sure merges are enabled again before allowing updates. 
Otherwise there is a risk of hitting the stand count limit, which will also put 
forests into an error state.

You could also simply turn the server off and copy the files on the filesystem 
directly. But that is unsupported, and probably more error-prone than 
backup-restore.
