It's under /MarkLogic/manage/package i think. If you're using linux, try 'find 
/opt/MarkLogic -type f -name package.xqy'. The documentation for ML7 is wrong. 
It's under a new namespace, and takes a parameter, package:create('somename'), 
then package:install('somename'). The documentation is unfortunate.
