There's a few ways to do this, including ways to do it without writing code:

 

One way can be done using Information studio (within MarkLogic, port 8000 
typically) has the ability to do this with preconfigured plugins. More can be 
found  http://developer.marklogic.com/blog/plugin-to-collectors. The CSV 
collector is prewritten as a plugin and is available at our github repo 
https://github.com/marklogic/infostudio-plugins

Another way is by using a solution that Dave Cassel came up with that works 
with his very popular Roxy framework. It even allows for templating what the 
xml will look like! He outlines it on his blog:

http://www.xmlsh.org/CommandCsv2xml (never used it myself, but it seems to do 
what you're looking for); note though that you would have to add a loading task 
after it which is also available via xmlsh. I'm sure David Lee can explain this 
more eloquently.
