I've set up another app server with the exact same code and I'll see if I
get the same error. If I do, I'll try turning off the rewriter in the
"test" version of the app to see if it clears up the problem.

Nothing obvious in the error log.

BTW: We're using an XQuery MVC framework that one of our developers wrote
and that rule is trying to pass requests for static resources straight
through without being handled by a controller. I'm not sure why the
concat() function call is present--that bugs me, but it doesn't seem to
break anything.
