Take a look at 
https://developer.marklogic.com/products/marklogic-server/requirements-6.0 and 
the footnote for OSX:

> Mac OS X is supported for development only. Conversion (Office and PDF) and

What you're trying to do is conversion, which isn't available on OSX. That's 
why there's no cvtpdf. It doesn't matter whether conversion is enabled in your 
license options or not.
