Plase make sure, that file permissions are set correctly:
If you cannot execute a .command file, is has mostly to do with
the file protection flags.
a) Start the Terminal.app
b) Go to the parent directory, where the qjide directory resides.
c) Execute the command: chmod -R 755 qjide
d) This will change the permission to rwxr-xr-x for each file in
the qjide directory.
e) Check file permissions, using the command: ls -la
f) Now you are able to execute qjide.command
You may drag qjide.app to the OS X Dock.
The qjide.command is used by qjide.app.
On OS X, it's mandatory to start a .command file from within an .app
package to start something (like a python script) in a Terminal.
About the "load 'plot'" error:
I'm unable to reproduce this.

Are you extracting a new qjide distribution over an existing one?
If yes, please don't do so.
Delete or rename the existing qjide directory to qjide.old (for example).
Then extract the new distribution to the same place.
